For how many people, which size of area and which music should that be made?
    How much may it cost?
    Which musicstyle should be played?

On so much power, there is a system controller with an active crossover needed.

Thats a very low budget for 1000 people on such a big area and open air.
Is it for all the PA with controller and amping or only for the speakers?

Normally, you would need hornloaded tops with 2x12"/2" on Top and a lot of bass-cabinets. Have you calculated yet what only this would cost?

I think, that it wont be possible to build a complete stack for that money.
It works maybe indoors, if it dont have to be very loud, but not open air.
